Industrial Rigging and Permits in Pittsburgh: What a Heavy Equipment Move Involves
Moving a CNC machine, a transformer, a walk-in cooler or a five-tonne press is not a larger version of moving furniture. It is a different discipline with different equipment, different insurance and, in Pittsburgh specifically, a permitting process that can add a week to your schedule if nobody starts it.
Companies usually discover this in the wrong order. The equipment is bought or sold, a date is set, and then someone asks how it is actually getting from the third floor of a Strip District building onto a truck.

Rigging is not lifting
Rigging is the engineering of moving something too heavy or too awkward to carry.
It covers assessment of the load's weight and centre of gravity, selecting and rating the equipment, planning the path, protecting the floor and structure, and controlling the descent or lift. The equipment involved is specific: machinery skates, air castors, gantries, chain falls, jacking systems, toe jacks, hydraulic gantries and forklifts rated well above the load.
The reason it is a separate discipline is that the failure modes are severe. A dropped filing cabinet is an inconvenience. A dropped press is a structural repair, an insurance claim and potentially an injury.
What gets assessed before anything moves
A competent survey covers five things, and all five need answering before a date is committed.
- Weight and dimensions, confirmed from the equipment plate rather than estimated. Manufacturers' figures are the starting point; add fluids, tooling and attachments.
- Floor loading capacity at both ends. This is the item most often missed. A machine that sat on a slab on grade may not be placeable on a second floor without engineering sign-off, and older Pittsburgh industrial buildings vary widely.
- The egress path, measured: door widths, ceiling heights, turning radii, corridor pinch points, and the load rating of any elevator involved.
- Disconnection requirements. Electrical, pneumatic, hydraulic, water, gas and data. Most of this needs licensed trades, and it needs scheduling ahead of the rigging crew rather than on the same morning.
- Anchoring and levelling at the destination, including whether a new pad or isolation mounts are required.
Pittsburgh permitting: allow business days, not hours
This is where local knowledge changes the schedule.
Street and lane occupancy. If the equipment has to come out through the front of the building because there is no dock, or a crane needs to set up in the roadway, that requires a permit from the City of Pittsburgh Department of Mobility and Infrastructure. Allow five to seven business days. Suburban municipalities across Allegheny, Butler and Washington counties have their own processes and their own timelines.
Oversize and overweight loads. Anything exceeding legal dimensions or weight on the road needs a PennDOT permit, with an approved route. In Western Pennsylvania that matters more than in flatter states: the region's bridges carry posted weight limits and low clearances, and the shortest route is frequently not a legal one. Route surveys are normal for heavy loads here.
Crane operations. A crane lift over a public right of way brings additional permitting, a lift plan, and coordination with the property and often neighbouring properties.
After-hours work. Many buildings and some municipalities restrict when this work can happen, which interacts with the permit window rather than sitting separately from it.
Start the permitting conversation at the same time you start the survey. It is the item with the longest lead time and the least flexibility.
Insurance is different for this work
Standard cargo coverage is not written for machinery values.
Ask three questions and get the answers in writing on the estimate:
- What is the rigging liability limit, as distinct from general liability?
- What is the cargo coverage figure, and does it cover the replacement value of this specific machine?
- Is there coverage for damage to the building during the lift, both origin and destination?
If the coverage figure is below your equipment value, the risk has not been transferred, it has just been relocated. That is worth resolving before the crew arrives rather than after.
What a heavy equipment move actually looks like
A typical sequence for a single machine:
- Survey and lift plan. On-site assessment, written method statement, equipment list.
- Permits and trades scheduled. Municipal and PennDOT permits applied for, disconnection trades booked.
- Disconnection. Licensed trades disconnect and cap services. Fluids drained where required.
- Preparation. Protective wrapping, removal of vulnerable attachments, floor protection along the path.
- Rigging and extraction. Jacking, skating or gantry lift, controlled movement along the planned path, loading onto air-ride transport with securement rated for the load.
- Transport. Approved route, escorts where required.
- Placement and levelling. Positioned to the destination drawing, levelled, anchored, pads or isolation mounts installed.
- Reconnection and sign-off. Trades reconnect, joint walkthrough, documentation.
Where a machine has to keep running, this happens in phases with parallel capability, which lengthens the project but shortens the downtime.
Downtime, not drive time, is the real constraint
The distance is rarely the binding factor. The question is how long production can stop.
Work backwards from that window, and allow for the parts that consistently run long: disconnection where trades find something unexpected, levelling on an uneven floor, and commissioning at the far end. Build in a defined point past which you are committed, and make sure everything before it is reversible.
Five questions before you commit to a date
- Do you have the equipment plate weight, or an estimate?
- Has the floor loading at the destination been confirmed?
- Who is applying for the permits, and when?
- What does the insurance actually cover against the machine's replacement value?
- How long can the business run without this equipment, honestly rather than optimistically?
If the answers to two or more of those are uncertain, the date is not real yet. Fixing that on paper costs an afternoon. Fixing it on the day costs considerably more.
